Construction Certificate Application
A Construction Certificate Application is submitted either with a Development Application or after Development Approval has been issued by Council.
To submit a Construction Certificate Application, the following is required:
- a completed CONSTRUCTION CERTIFICATE APPLICATION FORM (the owner's consent is required)
- plans are to accompany the application
- the appropriate fees are to be paid
- a PROPOSED TERMITE TREATMENT FORM is to be filled out (requirement of the Building Code of Australia)
- a completed FORM 7 - this is necessary not only to notify Council as to the commencement of building work, but also to appoint Council as the Principle Certifying Authority thus allowing Council to approve your application. This is a requirement under the Environmental Planning & Assessment Act 1979.
Extra Requirements
Certain applications may require additional information, copies of plans, or the applicant may support the application with additional material (eg photographs, slides, models, etc) which further illustrates the proposed building work.
Council may require additional information of the proposed building work to be provided where that information is essential to the determination of the Construction Certificate Application.

BUILDING CHECKLIST
Each item on the checklist should either be addressed by written statement or on the accompanying plan. This is only a guide and Council may ask for additional information.
Inspections
At time of lodgement, it will be calculated how many inspections will be required for your type of building work. If further inspections are required Council will request these be paid for prior to an inspector going on site.
How Do You Lodge an Application?
When submitting a Construction Certificate Application, go to the Reception area at Council's Administration Centre. Your Application will be given a preliminary check to see that it has been completed correctly. The application will then be lodged and you will be given a receipt for the fee and a lodgement acknowledgement detailing your application for future enquiries.
You will be notified by mail of Council's decision or if you request, this may be obtained at the reception counter when ready.
Construction Certificate Applications will take a minimum of 3 to 4 weeks.
Please note that all registered owners must sign the applications. If the owner is not available, their solicitor may sign on their behalf.

You may also need to submit another application eg. Septic Application, Water Connection, etc. Enquiries may be made with the Department of Planning & Development regarding these matters.
